Japan Consumption Tax on Used Car Exports: How the Export Exemption Works

By the Car Business Pro team · Updated · 6 min read

Exports from Japan are exempt from consumption tax (輸出免税). When a registered Japanese business sells a used car for export it charges 0% consumption tax on the sale, and it can generally still recover the 10% consumption tax it paid when it bought the car, provided it files a consumption tax return and keeps proof of export. Confirm your own position with your tax advisor.

This guide is general information for exporters, not tax or legal advice. Rules change and depend on your situation, so confirm details with your tax advisor (税理士), customs broker or freight forwarder.

Why exports are exempt from consumption tax

Japan's consumption tax is designed as a tax on domestic consumption. Goods that are consumed abroad are therefore treated as exempt, which Japan Customs describes as a principle that the tax should not be levied on goods consumed outside Japan. For a used-car exporter this has a practical result: your export sales carry 0% consumption tax, but the purchases behind them (the auction hammer price, auction fees, parts, domestic transport) normally included 10%.

How the numbers work in practice

If you are a taxable business filing under the general method, the consumption tax you paid on purchases can be offset against the tax you collected on sales. When most of your sales are exports, you collect little or no tax, so your purchase tax can exceed your sales tax for the period. A tax refund is possible in that situation, and a consumption tax return must be filed to claim it.

What proof of export you need to keep

The exemption depends on being able to show that the car really left Japan. Documents commonly used as evidence include the export permit issued by customs, your commercial invoice, and the bill of lading or other shipping documents. Japan Customs lists the specific documents on its export consumption tax exemption FAQ, and the retention period for books and records is generally seven years. Check the current requirements with your tax advisor.

  • Export permit (輸出許可書) matching the vehicle
  • Commercial invoice showing buyer, chassis number and price
  • Bill of lading or other shipping record
  • Your purchase invoices, kept in the form your tax advisor requires under the qualified invoice system (インボイス制度, in force since October 2023)

Where exporters most often go wrong

  • The chassis number on the invoice, permit and shipping record do not match.
  • Export sales are recorded as domestic sales (or the reverse), so tax is calculated on the wrong base.
  • Purchase invoices cannot be found when the return is prepared.
  • Profit is judged on prices including tax, so the real margin is misread.

How Car Business Pro helps

Car Business Pro keeps each vehicle's purchase, costs and sale in one record, separates domestic and export workflows, applies 10% consumption tax automatically and produces Excel, PDF and government-style export reports. That gives your tax advisor a clean, consistent file per vehicle. It does not file returns for you and it is not a substitute for professional tax advice.

Quick answers

Do used car exports from Japan pay consumption tax?

No. Sales that qualify as exports are exempt from Japanese consumption tax, so the sale is invoiced at 0%. You must be able to show proof of export, such as the customs export permit and shipping documents.

Can I get back the consumption tax I paid when buying a car at auction?

Generally, yes, if you are a taxable business filing under the general method: the 10% you paid on purchases is offset against tax collected on sales, and a refund can arise when your purchases exceed your sales tax. A consumption tax return must be filed to claim it. Confirm with your tax advisor.

How long should I keep export documents?

Books and supporting documents for consumption tax are generally kept for seven years. Confirm the current rule and the exact documents with your tax advisor.
